AT A GLANCE:

Commerce and Industry Week is observed on the first week December of every year, as declared under Proclamation No. 480, s. 1968.


The economic growth of the Philippines is promoted through the development of commerce and industry in the country. As such, commerce and industry are correlatively regarded as the key to the Philippine’s economic growth and well-being.

To develop consciousness with regard to the role of commerce and industry in nation-building, Proclamation No. 480, s. 1968 has been issued declaring the first week of December of every year as Commerce and Industry Week.

The law says:

“NOW, THEREFORE, I, FERDINAND E. MARCOS, President of the Philippines, by virtue of the powers vested in me by law, do hereby designate the first week of December of every year as Commerce and Industry Week. I call upon all citizens and residents of the Philippines, irrespective of nationality and creed, to observe this occasion. I authorize the Department of Commerce and Industry to take charge of the observance of Commerce and Industry Week.”

The law defines the terms commerce and industry in the following manner:

Commerce means the sale, lease, exchange, traffic, or distribution of goods, commodities, productions, services or property, tangible or intangible. (Article 4, par. m, R.A. 7394 or the Consumer Act of the Philippines)

Industry refers to a trade, business, industry or branch thereof, or group of industries, in which individuals are gainfully employed. (Section 2, par. e, Republic Act No. 602 or the Minimum Wage Law) 

Department of Trade and Industry (DTI)

The Department of Trade and Industry (DTI), anchored on “core values of passion, integrity, competence, creativity, synergy, and love of country”, is committed to develop a more inclusive and prosperous Philippines. It endeavors to promote globally competitive, innovative and inclusive business, and foster informed and empowered consumers. (Quality Policy, One DTI Quality Management System, QP-00 REV 02)

The DTI is responsible for realizing the country’s goal of a globally competitive and innovative industry and services sector that contributes to inclusive growth and employment generation.

Jurisprudence says:

“The DTI is tasked with protecting the consumer against deceptive, unfair, and unconscionable sales acts or practices.” (Autozentrum Alabang, Inc. v. Spouses Miamar and Genaro Bernardo, Jr., et al., G.R. No. 214122, June 08, 2016)

Republic Act No. 11094 or the Philippines Creative Industries Development Act promotes and support the development of creative industries, or those that trades involving persons, whether natural or juridical, that produce cultural, artistic, and innovative goods and services originating in human creativity, skill, and talent and having a potential to create wealth and livelihood through the generation and utilization of intellectual property (Section 3, R.A. No. 11904), by protecting and strengthening the rights and capacities of creative firms, artists, artisans, creators, workers, indigenous cultural communities, content providers and stakeholders in the creative industries.
