AT A GLANCE:

“Rural Broadcast Week” is observed from April 22 to 28 by virtue of Proclamation No. 381, series of 1968.
This observance aims to educate farmers in modern agricultural knowledge through its chain of radio networks throughout the country.


 

In an effort to disseminate the wealth of information in modern agricultural techniques to farmers, pursuant to the government’s then five-year socio-economic development program which envisages increased agricultural production to bring about more abundant supply of food, increase the income of our farmers, and improve the national standard of living, Proclamation No. 381, series of 1968 was issued, declaring the period from April 22 to 18 of every year as “Rural Broadcast Week” in the Philippines.

 

The Proclamation provides:

“WHEREAS, the Rural Broadcasters Council has pledged to cooperate in educating our farmers in modern agricultural knowledge through its chain of radio networks throughout the country; which cooperation deserves due recognition;

NOW, THEREFORE, I, FERDINAND E. MARCOS, President of the Philippines, do hereby declare the period from April 22 to 28, of every year as Rural Broadcasting Week.”

 

Since the enactment of Proclamation No. 381 in 1968, mechanisms to promote rural development and industrialization in the country have been enacted. Republic Act No. 6657 or the Comprehensive Agrarian Reform Law of 1988, enacted on June 10, 1988, recognized the rights of farmers, farmworkers and landowners, and independent farmers’ organizations, to participate in planning, organization, and management of the program, and shall provide support to agriculture through appropriate technology and research, and adequate financial production, marketing and other support services. (Section 2, R.A. No. 6657)

 

Republic Act No. 10068 or the Organic Agriculture Act of 2010 seeks to promote, propagate, develop further and implement the practice of organic agriculture in the Philippines that will cumulatively condition and enrich the fertility of the soil, increase farm productivity, reduce pollution and destruction of the environment, prevent the depletion of natural resources, further protect the health of farmers, consumers, and the general public, and save on imported farm inputs. 

 

Republic Act No. 10601 or the Agricultural and Fisheries Mechanization Law promotes the development and adoption of modern, appropriate and cost-effective and environmentally-safe agricultural and fisheries machinery and equipment to enhance farm productivity and efficiency in order to achieve food security and safety and increase farmers’ income.

 

In the same manner, Republic Act No. 10845 or the Anti-Agricultural Smuggling Act of 2016 seek to promote the productivity of the agriculture sector and to protect farmers from unscrupulous traders and importers, who by their illegal importation of agricultural products, especially rice, significantly affect the production, availability of supply and stability of prices, and the food security in the Philippines.

 

Republic Act No. 11901 or the Agriculture, Fisheries and Rural Development Financing Enhancement Act of 2022 was enacted with the policy of promoting inclusive and broad-based economic growth by ensuring equal access to opportunities under an environment of sustained growth and expanding productivity as the key to raising the quality of life for all, and rural development by enhancing access of rural communities and agricultural and fisheries households to financial services and programs that increase productivity, enhance market efficiency, and promote modernization and improve the welfare and economic prospects of beneficiaries in rural communities through active participation of banking institutions.
