What is Employee’s Compensation Commission’s “KaGabay Program”?

The Employees’ Compensation Commission Katulong at Gabay sa Manggagawang may Kapansanan or KaGabay Program is a special economic assistance program for occupationally-disabled workers (ODWs) who lost employment by reason of work-related sickness or injury.

This program may be availed of by Employees’ Compensation members who are with approved Employees’ Compensation Temporary Total Disability (TTD), Permanent Partial Disability (PPD), or Permanent Total Disability (PTD) benefits.

What are the benefits and Services of the KaGabay program?

  1. Physical restoration which refers to the provision of physical or occupational therapy services to occupationally-disabled workers (ODWs) including medical appliances.
  2. Skills Training for re-employment so that the occupationally-disabled worker (ODW) can acquire new skills but subject to the ODWs potentials and residual functional capacity.
  3. Entrepreneurial Training to accredited training institutions to enable the ODW to set up home-based business.

Do employers have incentives for hiring Persons with Disabilities (PWD)?

Yes. Section 8 of Republic Act No. 7277, otherwise known as “The Magna Carta for Disabled Persons”, provides for adequate incentives to private entities which employ disabled persons. They are entitled to an additional deduction, from their gross income, equivalent to twenty-five (25%) of the total amount paid as salaries and wages to disabled person who meet the required skills or qualifications, either as regular employee, apprentice, or learner.

Furthermore, private entities that improve or modify their physical facilities in order to provide reasonable accommodation for disabled persons shall be entitled to an additional deduction from their net income, equivalent to fifty percent (50%) of the direct cost of the improvements or modifications.

The afore-stated incentives for employers hiring persons with disabilities is to encourage the active participation of private sectors in promoting the welfare of disabled persons and to ensure their gainful employment.
