One of the most conspicuous effect of COVID-19 pandemic is the emergence of displaced workers. Among the available Philippine government programs for workers and businesses affected by the lockdown is the “Kabuhayan Formation, Kabuhayan Enhancement, and Kabuhayan Restoration Program”. This is one of the regular projects under Department of Labor and Employment Integrated Livelihood and Emergency Employment Program (DILEEP).

Under DOLE Order No. 137-14, Series of 2014 (Guidelines in the implementation of the Department of Labor and Employment Integrated Livelihood and Emergency Employment Program), there are three (3) programs:

1. Kabuhayan Formation

The goal is to enable the unemployed poor, seasonal, and low-waged workers to start individual livelihood, or collective enterprise undertakings, with the goal of moving them out of poverty and making them productive. The beneficiary may receive a maximum amount of Ten Thousand (Php10, 000.00) Pesos for starting a business.

2. Kabuhayan Enhancement

The goal is to enable existing livelihood undertakings to grow into viable and sustainable businesses that provide income at least at par with those of the minimum wage earners. The beneficiary may receive a maximum of Fifteen Thousand (Php 15, 000.00) Pesos may be received to grow current business.

3. Kabuhayan Restoration

The goal is to enable the re-establishment of lost, or damaged, livelihood due to various risks or occurrence of natural and man-made disasters. A maximum amount of Ten Thousand (Php 10, 000.00) may be received by businesses that has experienced reduced profit or who were affected by COVID-19 or other calamities.

The identification of beneficiaries shall be based on the National Household Targeting System of the Department of Social and Welfare Development (DSWD) and the profiled workers of the Bureau of Workers with Special Concerns (BWSC) putting the workers displaced or to be displaced as a result of natural disasters and man-made disasters, and self-employed workers who are unable to earn sufficient income among others.

Individuals or group of individuals associated into association, cooperative, community or other forms of organization accredited as Accredited Co-partner (ACP) by DOLE can access the above-stated programs by submitting a duly filled-up KABUHAYAN application form and project proposal/business plan to the Field Office of the Department of Labor and Employment.
