There are services or assistance offered by the Home Development Mutual Fund (HDMF), more popularly known as the Pag-IBIG Fund. They are the following:

1. Multi-Purpose Loan (MPL)

a. MPL is a cash loan designed to help members with any immediate financial need.

b. Eligibility:

i. The active member must have contributed a total of twenty-four (24) monthly contributions including non-successive payments. However, the preceding six (6) monthly contributions immediately prior to loan application must be successively paid.

c. Due to the restriction of movements as a mitigating measure against COVID-19 pandemic, the application for MPL may now be done through e-mail application. The application process via e-mail depends on whether a member has a printer and scanner or not. In case of a member who has a printer and a scanner, the steps are as follows:

1. Download the MPL application form from the Pag-IBIG Fund website. Print, fill up, and affix your signature. Two (2) witnesses shall sign the form as well.

2. Scan the document or take a photo. After which, send to the employer/company HR or authorized representative. The employer/company will print and sign the Application Agreement portion. After signing, the employer will scan the document and will send back to the employee.

3. The employee will scan or take a photo of one (1) valid ID and the Landbank, DBP, UCPB Cashcard or the front and back portion of the Loyalty Card Plus (must be the latest version with EMV chip).

4. Send the loan application signed by both the employee and employer, copy of valid ID, and copy of the Cashcard through the email address enrolled with Pag-IBIG.

5. The loan application shall be sent to the email addresses provided by this link:

For a member who does not have printer and scanner, the steps are as follows:

1. Using a smartphone or computer, download and fill up the MPL Fillable Application Form, available at the Pag-IBIG Fund website.

2. Save the completed form.

3. Email the form to the employer/company HR or its authorized representative, with a photo of one (1) valid ID and the Landbank, DBP, UCPB Cashcard or the front and back portion of the Loyalty Card Plus (must be the latest version with FMV chip)

4. The employer will email the loan application to Pag-IBIG with a certification that the member is indeed an employee of the company and is applying for a Pag-IBIG MPL loan. The employer must only use the official employer email address in submitting Fillable Application Form.

5. The loan application shall be sent to the email addresses provided by this link:

2. Calamity Loan

a. It provides immediate financial assistance to help members recover from the effects of the COVID-19 pandemic.

b. Eligibility:

i. The active member must be living or working in an area placed under an Enhanced Community Quarantine (ECQ), with at least 24 monthly contribution. The preceding six (6) monthly contributions immediately prior to loan application must be successively paid.

c. The application of calamity loan may be made within ninety (90) days from the declaration of state of calamity. Please note that the President has declared last March 16, 2020, through Proclamation No. 929, that the Philippines is under a State of Calamity due to Corona Virus Disease 2019.

d. The application may also be done through online. Please see 1(c) above. However, instead of MPL Form, fill up the appropriate Calamity Loan Form.

3. Three-month moratorium on Loan Payments Covering March 16, 2020 to June 15, 2020.

a. The Moratorium is available for member-borrowers residing in an area which was placed under ECQ. It allows the freezing of payments for MPL and Housing Loan of members. The resumption of payment would be after the lifting of the 3-month moratorium.

b. Members may file their application online to avail of the 3-month moratorium on Pag-IBIG Fund Loan.

4. Notes:

a. A member with an existing MPL can still apply for Calamity Loan, as long as the member is updated with the payment of monthly contributions prior to March 16, 2020.

b. A member with an existing MPL can still apply for another MPL, as long as the member has paid at least six (6) monthly contributions in the existing MPL and is updated with the payment of monthly contributions prior to March 16, 2020.
